What access is needed to add User Notes permission on Vendor Records?

What access is needed to add a user note to a record? Is view access to the record, and Create in Notes tab sufficient? I want to see if warehouse staff can add notes to a vendor record.

Ultimately, we are looking to capture and communicate to the buyer when the delivery documents from a vendor are not sufficient to complete the receipt.
