Can't get this script to deploy to item fulfilments.

I'm trying to set up a script for Item Fulfilments and for some reason it just won't deploy/trigger.

I've deployed one or two scripts before for other records and gone over the instructions again, though they're not for IFs.

Am I missing something obvious? Thanks for the help~
