How to make a popup on WOs if the Status is set to Built while the Qty & Built fields are not equal?

Hi Guru's

I'd like to create a workflow using ideally 'confirm', but a message or error would be fine as well if the status is set to 'Built' before the quantity is = built quantity and I can't get it to work...any advice is appreciated.
