Cross charge not available to Net off

I created an Intercompany Cross fulfilment and then created the cross charge. This is a simple transaction since no margins are added.

Subsidiary A owes Sub Subsidiary B $500 e.g. AR 500 SUB B and AP Sub A = $500. The two should be available to be offset using the netting functionality yet the Netting link is not available.

What am I doing wrong?
