Is it possible to edit a credit memo once it has been fully applied?

I have a user that needs to complete some fields on the item lines on a credit memo however the status of the credit memo is fully applied so the user can't edit it. When I am logged in as admin I am able to edit the record but I don't want to have to give the user access to the admin role. is any one aware of a way I can unlock the record for a particular role?
