What do mid-sized companies see as an appropriate, annual ERP Cost/Revenue ratio?

As many economies and markets remain flat, most software costs continue to rise. NetSuite, originally NetLedger, is based on accounting and budgeting needs, so I think this question is appropriate and timely.
