How to track old and new values for Shipping Cost?

Shipping cost is not logged in system notes for transaction records.

Is there any other way for us to get the old and new values of SHIPPING COST field in transaction records? We badly need this because we're not sure who/what is the culprit in changing the amount in some transactions that we have.
