Integration : Vendor Pre-payments

Hi,

Is it possible to integrate the Vendor prepayments using SOAP web services?

Last year, NetSuite support told me it is not yet available to integrate using SOAP web services. I am looking for alternative Integration methods to integrate Venodr pre-payments.
