What is the best way to autopopulate a field with the contents from another field that user input?

I would like to have the contents from this custom field, custrecord_mhi_sw_reason_for_rejection, autopopulate onto this field, custrecord14 which is found on the Bill page. I have a workflow setup when a bill is rejected a popup will open to a Rejection Notes page and then the user will enter the Rejection Reason in this field, custrecord_mhi_sw_reason_for_rejection. After the rejection reasoning is entered the contents now live in a saved search. I would like to have the contents from the rejection reason field, custrecord_mhi_sw_reason_for_rejection, also populate in the Bill page in the custom field that I created,
