Is there an option in SuitePeople (or specific leave types) to prevent Users from booking leave that would go beyond their entitlement?

There is a warning on the booking screen:

But nothing to stop it being submitted.

If the manager approves from the email link, then no warning is given at all. If the manager views the request, then there is a warning in the '!' popup:

But again there is nothing preventing approval.

I am building an email alert to try and catch these when they are entered and alert the HR team, but I feel this should be something that could be enforced within SuitePeople
