Inventory status not preventing fulfillment

We have created an Inventory Status as "Quality Hold" and unchecked the 'Make Inventory Available For Commitment" yet we are still able to use these items on the Item Fulfillment page? The purpose of this status was so that you would be prevented from being able to use them. We have a "Good" status for items we want to use for Fulfillment. Does anyone know why this is happening?
