Adding a new user with an existing license from another user that is no longer with the company

I currently have 3 users that are no longer with our company. I have removed the role & access on 1 user in addition to making them inactive. The other 2 users are untouched. I want to use one of these licenses for a new user but am unable to locate how to do this. Do anyone know what steps I need to take to make this happen?
