Vendor Bill payments going straight to Reconcile Page instead of the Match bank Data page

When vendor bill payments are created, they are going straight to the reconcile bank statement page instead of the match bank data page to be matched off against bank transactions coming in from the bank import? How do you get the payments to go to the match bank data page instead of the bank reconciliation page on Netsuite?
