WMS Inventory Status Default Rule

Does anyone have experience creating a rule to change the default inventory status rule in WMS for receiving PO or Returns? We would like to ensure that all receipts are in a To Be Inspected (Inv not available) status and don't want to reply on users remembering to check the status.

I was hoping we could create a WMS System Rule to accomplish this.
