Show in Filter Region disabled for Item On Any Line

(3rd edit, sorry for the confusion)

I've reviewed a number of similar questions. One was related to custom fields and the other confirmed numeric fields aren't available. I think this question is different.

1) I thought Item On Any Line would be an option as well. I saw that in the dropdown. But The Show in Filter Region is disabled. How can I show that option so users can select by item?

2) side question, probably dumb... how can I use the filter at all if it's not in the filter region?

3) While we're at it: in the second screenshot below, I have the options for a "Class" filter. This should include hierarchy like "Cases : Accelerator" but it seems to only have one class each. I don't understand get a filter for the full class with hierarchy. As you see in the screenshot, the options aren't useful.
