Duplicate Detection Issues

Hi Team,

We have a major concern like when we are upload the data through CSV system is not throwing an error if it is a duplicate record. And more over we are not getting the pop menu. Do we need to add any permission to the custom roles?

Could you please advise how to fix this issue?
