Sales by Customer Report - Unfulfilled Lines Not Showing

Finance team is using a customized Sales by Customer Report as an Open Orders report and have recently run into an issue where an unfulfilled line is not showing up on the report. It has a discount item beneath it, so I am thinking that's what is causing the issue.

Is there a workaround?
