How to restrict a user in creating transaction that does not belong to his default location?

In creating Transfer Order, a user should process only record from his default location. Also, Item Fulfillment and Item Receipt should also be belong to his default location. This user should not also process any transactions (TO, IF and IR) from other location even those locations are from the same subsidiary
