In Suite Commerce, want to set up an option for International cust only to provide their own shiping

Using Suite Commerce, I am setting up some web pages for international sales. Currently the only shipping options that are available are FedEx and UPS, these are used for all domestic orders, I want to be able to provide a option for International customers to be able to order from our site and provide their own carrier for shipping.

Can this be done?
