Unable to process payment for subsidiary using Cybersource REST API key

We've created all the new REST API keys on February 22nd and 3 of the newly created payment profiles with Cybersource REST API keys are functioning.


We have a subsidiary on our account and that newly created payment profile is not working. Everything is set the same we even re-created the REST API key and triple-checked everything.


Cybersource and Global Payment support are saying they are not receiving any transactions, we already have open case with Support, however since it's been a few days and NetSuite support, our Account manager and Cybersource support no one can find any issues with how everything setup but it's still not processing the payments.
