EFT Bill Payment Remittance sending as HTML

We have EFT Bill Payment and for some reason, that is the only email that sends out at an HTML email and not as a PDF attachment. Some of our vendors are getting frustrated and so am I. I can't seem to find any documentation about this. I'd like to find a link or document regarding the EFT Bill Payment bundle and remittance emails.
