Receiving Error while adding/changing the Shipping Address on Sales Order

When attempting to modify the shipping address, an error is encountered due to the discrepancy between the subsidiary location and customer address in NetSuite. Despite the international shipping state code being included in the Nexus list for the subsidiary, the following error is showing up on the order while changing the address, "This shipping address change is not allowed for existing transactions because this shipping address requires a new tax form." I'm unable to identify the problem. If anyone has insights or solutions, please feel free to share your thoughts or answers regarding this issue.
