Can we get a report to compare two budget and actual

Customer have a forecasted budget and they revise the budget every quarter or once in 6 months. Proposed to use Budget Category and define two different budgets. One is forecasted and the other one is Revised. Now they are asking for a comparative report with Two different budget and actual in one report. Is it possible in FFSTD with standard budget feature ? Can we customize report and create a report with two budget category in one report and actuals ?
