Make a Service or Item "Non-Discount"

We are currently using the discount field with a certain %, but we do not want the % to affect all items that are on the estimate/quote, such as the service. Is it possible to make an inventory item or service for sale, "non discountable" ? For Example:

Widget A: $100
Service Install A: $20
Subtotal: $120
Discount: -10%
Discount: -$10
Total: $110

So instead of the % applying to everything, which would be a discount of $12, it would instead be 10 because "Service Install A" cannot be discounted.
