Can I trigger a workflow transition before another?

I have a workflow here where two transitions are triggered by the same button press, one has a fairly complex condition on it but it appears that it's not being checked at all according to the workflow history. It's just going straight for the transition with no conditions, saying ok and not even considering the one highlighted.

Is it possible to order them? Or is my transition just not happening because the conditions are not correct? Usually when I look at history there is record of failed checks but I'm not seeing anything. I'd rather not have to create a whole nother set of mirrored checks to take the other transition.
