Error when merging customer records

I am receiving this error when trying to merge the below two client records.

The merge of the entity 'C:2727 ICTFP BV - Do not use' was blocked for the following reasons: This duplicate entity represents a different subsidiary than the primary one.

The primary subsidiaries match so i am unsure as to why i cannot merge them.

I think it has something to do with the represents subsidiaries field.
I cannot edit the represents subsidiary for them to match.
We need to merge to make sure transactions go over to the correct client record.
