Why Can't I Create A Pricing Schedule with Non-whole (0.5) Quantity?

Hi, Comrades & Gurus! :)

I have a situation where I can create one schedule with non-whole quantities, but I cannot create another one that is VERY similar.
A client actually brought this up while testing.

Note that per SA, the only real issue could be that quantities are not ascending, but all my quantities in both cases are ascending.

I filed a support case, but it's still pending and I don't think anybody knows what's going on :)

Orange schedule (1) - acceptable by NS.

Red schedule (2) - gives an error.

SA (3).

Third screenshot is the SA that is related to pricing schedules.
