Reconciliation Rules

Hello,

Currently, we want only admins to create reconciliation rules and see the reconciliation page. So as of right now, we have people viewed which means they can not access the page. However, they can not press the Run reconciliation rules button. Do they need permission to run the rules? I have seen in other systems you don't so I am a little confused why they can't run them. Can you help clarify?
