Merchandizing Rules and Zones

Maybe I am dumb, but I am trying to learn about Merchandizing Zones and how to implement them. It seems, according to the articles I have read that the first step is to setup Merchandizing Rules. When I consulted SuiteAnswers the articles told me to go to Setup>SuiteCommerce>Merchandizing Rules>New. That path does not exist. So I figured it had been migrated to the Commerce tab. But looking through there I found nothing.

Can anyone point me to how to setup Merchandizing Rules so i can try my hand at Merchandizing zones for our site? We are using SuiteCommerce Standard in case that matters.
