Return Authorization Approver cannot view return authorization records

Our Return Authorization Approver who's using a custom role cannot view RMA records. He tried to search RMA pending for his approval but it show no results found. We also created a report for all RMAs that are pending for his approval but the saved search shows 0 when he runs it, compared to other users with different role.

The Return Authorization Approver role has Full permission for Return Authorization. What are we missing? Thanks!
