Can't select user when setting up an access token

In my sandbox I am trying to create an access token for Concur. I actually had Concur watch me do it. In Setup>Users/Roles>Access Tokens>New when I go to select the role nothing appears. We can't figure out why. In Setup>Company>Enable Features>SuiteCloud we checked Token-Based Authentication.

What step am I missing to assign a user to a token? I appreciate a quick answer as I am under pressure to get Concur up and running. The project is very delayed.
