why do Asset Transfer JEs get picked up in Asset Proposal?

Hi gurus,

A user posted an Asset Transfer for Asset#1 to change Subsidiary and set Location. A few days later, the user generated the Asset Proposal and didn't notice that the proposal included the JE posted by the Asset Transfer for Asset#1 and unknowingly created Asset#2 from that JE.

Why doesn't NetSuite filter out those entries posted by FAM transactions so they don't get included during Asset Proposal?
