Shipping rates best practice

Does anyone have some best practices for how to do shipping rates in netsuite?

We dont use UPS rates as multibox and box size make the rates wrong more then correct.

So we use shipping items. With shipping tables based on order total $.  But this might not be the best way.  Any recomdations?   Most or our items are light but over sized.
