WF that set's the value of a location ( line item)

I am trying to work on a WF that set's the value of a location ( line item) of a sales order when a SO is created via EDI.

I created a sublist action group that is triggered by Entry and the EVENT TYPE= create.

For some reason it is not working. When I change the it to triggered by AFTER RECORD SUBMIT and the EVENT TYPE= APPROVE. It works.

Any idea what I'm missing ?
