Why are all items not visible in the advanced item location configuration?

HI

I have enabled the feature "Advanced Item location configuration".

there is an existing item and a newly created item. (note: all data/screenshots are fictional)

Both items are type 'inventory'.

They are available in the same location (Melbourne) and same subsidiary (Parent Company: Australia).

Why is the second item not available in the target items drop down for item 1?
