Cybersource RMA Refund Failing

We recently switched to Cybersource. We found that when a customer returns stock and we issue a return authorization, we are unable to refund from a cash refund that is created from the return authorization record. We import our orders from a website where the credit card is initially authorized. We do not import the credit card -- we use just the p/n reference number for all capture/credits (and a dummy credit card test number). This has worked for us in the past with multiple other payment processors in Netsuite without issue.

With Cybersource, if I refund from the return authorization, I get a decline. When i log into Cybersource to see the details of the decline, the transaction is failing because it's an invalid credit card number, is showing the dummy card number on the transaction, and the transaction is not associated with the original auth/capture. It appears to me that when submitting the refund to Cybersource, Netsuite is not associating it with the original transaction so it's trying to do a blind credit.
