Formula to show the time to took to update record via system notes

Hello NS Guru's. Hoping you can help with a formula I need to create. I need to see how long it is taking to update orders that are put into "Needs Tax Review" to "Verified/Order Approved" status in the system notes.

So in the sample below, I need to calculate the time it took for the Fraud Status to go from New Value = Tax Rate Needs Reviewed to New Value = Verified/Order Approved.
