Cancel Sales Order button not Appearing

Hi There

I am using the administrator role on a sales order that is pending billing and cannot see the cancel sales order button despite this being visible on the custom form.

Does this button only appear for sales orders pending fulfilment?

Also, related to this, is there an equivalent function to cancel purchase orders?

Or can you only close purchase orders?
