NSAW user management and NSAW Data Transfer setup disabled

Dear All
The instance is ACTIVE now for NSAW but User Management and Data transfer Setup is Not active - Let me know what is the reason and what we need to do here please ?

I have already enabled Datawarehouse Integrator Role on my name and selected for Reset Data Transfer Credentials.
