Can we apply not promotions to kit items?

I have a saved search of both "kit items and inventory items" and that search is linked to a promotion/discount as the list of items to discount. The discount is -100% off on UPS Ground shipping costs.

It all works great on the inventory items. It doesn't work on an order for a kit item that also appear in the discounted item list.

Any ideas?
