Bill approval. Approve Bill button not showing when items tab

Hi.

Somebody could guide me to show the Approval button on the Vendor Bill when it is an item?

It shows when there is an Expenses. According to accounting was showing for both scenarios and we haven't change any workflow.

in this image you will see the Approve Bill button when is an Expenses:

This image does not show when is an Item.

Can some one could tell me what condition to add to have both showing the Approve Bill button?
