Knowledge Center

It says that we do not have commerce active in our account. Does the knowledge base require the commerce add on? When we try to create a knowledge base it shows website is mandatory. However, if we attempt to create one it shows that we do not have it on our account.

Is there a way to have a knowledge base in the employee center without that?
