Why is my sales order number changing every time I save and edit the order?

When I am editing sales orders in my sandbox the document number is being changed each time I save any edits. I created this order at 9:57 and it had the auto generated order number of SO191198 while I was creating it but once it saved it showed SO191197. I then edited the order to uncheck a box and when I saved that edit you can see it changed the document 2 times. We have not made changes to our sandbox and we do not have this issue in Production so I am unsure of how to stop this behavior.
