Why does my "As of date" in Currency Exchange rate and the "Effective date" does not show the same

Hi Guys,

I do want to check with you on this, why is my "As of " date filter in the Currency Exchange rate " page not the same as "Effective date"?
Why both the date are not the same? Is it the "As of" date " filter for the use of " Effective Date" also?
Kindly advise.
I am also attaching my screenshot for reference.
