Upload files from URL in bulk

Hi There

In the file pop up box, I can see there is an option to upload a file to the filing cabinet.

Is this downloading from the url before uploading to the filing cabinet?

Is there a way to do this in bulk?

I can't see any options to upload files using CSV imports.
