Partially Billed Sales Order > No Next Bill or Bill Remaining Button

We have a Sales Order that has no Next Bill or Bill Remaining button.

One thing I noticed is that there's an Invoice created for this Sales Order for its whole amount which has an applied Credit Memo to it.

Here's the Credit Memo created for INV4213:

Shouldn't the Sales Order still be billable since it's considered not yet paid?

Please advise. Thank you!
