Less is more grayed out on KPI scorecard setup

Can anyone tell us why the Less is More field is grayed out on the KPI Scorecard we are setting up?

We would like the bottom field on this scorecard to show the down arrow as green and the up arrow as red since less time spent picking is a good thing. The field is grayed out, though, so we cannot make the change. Any idea why this would be?
