Certificate of Conformance for shipments

Good afternoon,

I am looking for suggestions on how to go about automatically generating and printing a C of C for product shipments when required. This would be in addition to the item fulfillment packing list and would, in some respects, be a duplicate of the packing list, only with a different heading and verbiage. I am thinking that a custom check box on the sales order would determine when the C of C is required, and probably a workflow associated with the item fulfillment would somehow generate the C of C based upon a modified packing list form.

Is this a reasonable approach, or has anyone developed something similar?
