Create Auto Match greyed out

I have the following transactions on the match bank data screen:
I'm in the administrator role. Why is this box greyed out?
I can see in this thread that you need to create a transaction manually.
However, I cannot tell if this is for all transactions or just the use case there of a customer deposit?
Bill payments will nearly always come from the electronics payment bundle in this case.
