Basic question about CSV import failure

Very basic question -- Been a long time since I CSV imported.

We are having problems with a Demand plan import.
Netsuite keeps giving error of invalid reference on Item number.
"Invalid item reference key ""14702"" for subsidiary 1.",14702 .....
I think because the Item numbers are not in Quotes.

Do all item numbers and even quantity (all items) have to be in Quotes in the CSV file.
Mine does not.

Edit: Changed Plan to Demand plan - I had mistakenly put supply.
